Check the saltwater regs available at your local tackle shop.

I suggest using a fresh salmon head (pick some up for about a buck at
a fish market), and put a few large hooks in, with a steel leader, and
letr it sink to the bottom. Guarantee you'll get one!

I've had good luck with 2 oz. Gibbs jigging minnows in the silver/green
finish. Caught them up to 10 lbs near Swartz Bay.
